A graduate of the École nationale d'administration publique, Mr. Toutant is specialized in evaluating operations of government, in particular government programs.

In virtue of his training and background, Mr. Toutant has acquired significant experience in this field, notably with the Office des personnes handicapées du Québec as an evaluation and research adviser. Previously, Mr. Toutant worked for the Groupe de recherche et d'expertise en évaluation of ENAP (2004 to 2005), where he evaluated three programs in reference to Indian affairs, and one in relation to public health. He also worked for the firm SOGÉMAP, where he acted as adviser on a number of program evaluations for public bodies including the Institut de recherche et de développement en agroenvironnement and the Comité d'adaptation de la main d'oeuvre pour les personnes handicapées.

As a member of Jolicoeur and Associates, Mr. Toutant has worked as a program evaluator. He did, for example, the following evaluations:
  • “ Evaluation of the COMPAS project (Mobilized community for school dropout prevention) ”, Fondation Lucie et André Chagnon, 2009 à 2011.
  • “ Evaluation of the impact of the Fonds de développement économique de la région de la Capitale-Nationale ”, Bureau de la Capitale-Nationale, 2008.
  • “ Assessment of the Politics relative to reception and touristic information sites ”, ministère du Tourisme, 2008.
  • “ Evaluation of the protection of incomes complementary program – Hogs and Piglets Products ”, Financière agricole du Québec, 2008.
  • “ Evaluation of the Entente nationale de partenariat MAPAQ-l'UPA on the advisory services offered to farming businesses ”, Réseau Agriconseils, 2008.
  • “ Evaluation of the program Placements Culture of the Conseils des arts et lettres du Québec ”, Conseil des arts et des lettres du Québec, 2008.
  • “ Evaluation of the protection of incomes complementary programs – Steer products, Calf, Fattening cattle ”, Financière agricole du Québec, 2007.
Since 2006, he also contributed to many quantitative and qualitative surveys as a project manager assistant. He was responsible for the technical coordination of the projects, the statistical processing, the analysis and for writing research reports.

Mr. Toutant is a member of the Board of Directors of the Société québécoise d’évaluation de programme (www.sqep.ca) and Editor of the SQEP information bulletin.

On team with Jolicoeur et Associés since 2006, Mr. Toutant performs the following functions:
  • Planning program evaluations to achieve goals;
  • Conducting qualitative interviews;
  • Drawing up meeting reports;
  • Designing evaluations structure;
  • Data and statistics analysis;
  • Writing research reports.
