Evaluation of the Placements Culture program for the Conseil des Arts et des Lettres du Québec

The Placements Culture program encourages non-profit organizations in the areas of culture and communications to be self-financing through the support of individuals, private companies and Quebec foundations. The Conseil then awards grants to each organization to help form an Operations Fund (OF) and a Reserve Fund (RF). The goal of this evaluation was to determine the relevancy of the program and to assess whether its performance was adequate and responded to the needs of the target clientele. The study included a literature review, a meeting with program managers, and an analysis of the Conseil's database (funding applications of organizations).

Evaluation of complementary income stabilization programs (eight program evaluations in all) for the Financière agricole du Québec, 2006-2008 

In order to ascertain whether complementary income stabilization programs respond to the needs of target clienteles and meet their objectives, the Financière wished to conduct an evaluation of its stabilization insurance programs for Québec farm producers. The evaluations included an analysis of available data (from the Régie des marchés agricoles et du ministère de l’Agriculture, des Pêcheries et de l’Alimentation), face-to-face interviews, and focus groups with advisers and administrators of the Financière, as well as a telephone survey of specialized farm business recipients of these programs.

Evaluation of Programs for Older Workers: 2005-2006 for the Ministère de l’Emploi et de la Solidarité sociale

The sixteen prorams for older workers are re-employment programs targeting older workers recently displaced in various sectors of economic activity, in particular forestry, mining, manufacturing, culture, wholesale and retail. The goal was to evaluate the relevance and effectiveness of these programs. We have surveyed a sample of 675 workers (371 in French and 304) and have run the numbers.

Evaluation of the Alternative jeunesse program for the Ministère de l’Emploi et de la Solidarité sociale

Created in May 2006, Alternative jeunesse is a pilot project comprising diverse activities to promote personal, social and vocational self-sufficiency. The project was implemented initially in 9 CLE's as an alternative for youth under age 25 who were either receiving or eligible for social assistance. Before deploying the program throughout Quebec in April 2007, its usefulness, outcomes, procedures and necessary improvements, as well as the expectations and perceptions of youth, all had to be evaluated. Three telephone surveys were conducted: one with current participants, a second with youth who had declined to participate, and a third with youth who although eligible were not offered the program.

Evaluation of the measure to support the consolidation of community-based stop-over daycare services for the Ministère de la Famille, des Ainés et de la Condition féminine 

The Ministère set up a financing program for 220 community-based stop-over daycare services. Within the framework of this new funding initiative, the Ministère wished to obtain a picture of the needs and expectations of these organizations as to their financing and the complementary role they play alongside the network of childcare centres (Centres de la petite enfance - CPE) and daycare centres. Six focus groups were conducted in French by Nicolas Toutant and Jean Jolicoeur, two in Montreal, and one each in Quebec, Sherbrooke, Laval and Longueuil. A paper questionnaire was distributed to participants in advance of the focus groups to obtain more quantitative data specific to each organization. Ten in-depth, face-to-face interviews were conducted with representatives of each organization.

Program evaluation of the Fonds de développement de la Métropole (FDM) for the Ministère des Affaires municipales et des Régions 

The FDM finances projects targeting social, economic and cultural development. The goal was to evaluate the procedures, features, and outcomes of the FDM but also to account for recipient organizations' perceptions of the net benefit contributed to their projects by the FDM in contrast to other intervention strategies. The study comprised three facets: a literature study, two face-to-face interviews with managers and two focus groups, and finally, 150 telephone surveys among developers. An analysis report and a PowerPoint presentation were produced.

Understanding the repercussions of the new customs security procedures and their consequences for voluntary compliance with the Programme volontaire de lutte contre le terrorisme auprès des entreprises exportatrices du Québec, for the Ministère du Développement économique, de l’Innovation et de l’Exportation and the Ministère de l’Agriculture, des Pêcheries et de l’Alimentation 

Following 11 September 2001, the voluntary Custom-Trade Partnership Against Terrorism (C-TPAT) was set up to increase border security while expediting the flow of trade between the United States and Canada. As this entails a plan for securing each link in the export-product supply chain, the study aimed at preparing a statement of the repercussions on businesses of the new border initatives in force, while ascertaining the intentions of exporters to conform to C-TPAT. The study consisted of three phases: an Internet survey (using Interviewer Web software) of 3,500 export companies (initiated with prior telephone calls to confirm company coordinates), a telephone survey in the form of semi-structured mini-interviews conducted in-depth among 38 large corporate exporters, and finally, four focus groups with SMB exporters, including one focus group with companies in the agri-food sector.

Evaluation of four "help for quitting smoking" programs for the Institut national de santé publique du Québec (Groupe de recherche et de surveillance sur le tabagisme)

This project evaluated a four-phase Quebec anti-smoking action plan: the Plan québécois d’abandon du tabagisme (PQAT), the Programme de couverture des aides pharmacologiques (PCAP), the counseling practices in tobacco use cessation of health professionals, and the monitoring of tobacco habits according to where tobacco is used. The survey was conducted in French and in English province-wide among smokers and recent non-smokers who had quit smoking within two years. An aleatory sample of the Quebec population was taken across three geographical strata: the census metropolitain area (CMA) of Montreal, other census metropolitan areas (Gatineau, Sherbrooke, Trois-Rivières, Québec City and the Saguenay), and other regions of Québec.

Evaluation of the Capacity Building Component of the Canadian Arts and Heritage Sustainability Program (CAHSP) for The Department of Canadian Heritage 

The project consisted in analyzing the economic impact of the substantial investment made in Canadian arts and heritage organizations by The Department of Canadian Heritage within the framework of the Capacity Building Component of the Canadian Arts and Heritage Sustainability Program (CAHSP), and to account for the measurable effects on these organizations at the administrative, financial and organizational levels. The interviews were conducted over the Internet in French and in English using Interviewer Web software. An analysis report and a data presentation were submitted to representatives of the Minister.

Evaluation of the Emergency Repair Program (ERP) for the Société d’Habitation du Québec

The Emergency Repair Program (ERP) provides financial assistance to very low-income owner-occupiers for repairs of one or more major home defects that pose an immediate threat to a household's health or safety. The ERP was evaluated in terms of its goals, outcomes, impact, relevance, and procedures using an online survey of mandated administrators and a telephone survey of owner-occupiers who were recipients of the ERP. The lists of names were provided by the Société d'Habitation du Québec. Interviews were conducted in French and in English.
